Gov Signs Global Warming Bill

SAN FRANCISCO (September 27, 2006) -- California Governor Arnold Schwarzenegger penned his name on the nation's most ambitious effort to combat global warming at a bill-signing ceremony today on Treasure Island in San Francisco. The law's enactment marks a turning point in international efforts to solve the world's most pressing environmental problem, according to the Natural Resources Defense Council (NRDC) and Environmental Defense, the environmental groups that sponsored the legislation. It caps a months-long campaign to set the nation's first statewide limits on emissions of carbon dioxide and other heat-trapping pollution.

Global Warming: California Sues Automakers
"California, which has battled the automotive industry over new global warming regulations for years, sued the world’s six-largest automakers yesterday, demanding that they pay for environmental damage caused by the emissions of their vehicles."
more“Global warming is causing significant harm to California’s environment, economy, agriculture and public health,” said the state’s attorney general, Bill Lockyer.
“Vehicle emissions are the single most rapidly growing source of the carbon emissions contributing to global warming, yet the federal government and automakers have refused to act.”

California passed the landmark California Global Warming Solutions Act recently, and as California goes, so goes the nation -- at least in theory. In reality, things will move more slowly than most concerned citizens would like -- the California law doesn't even really kick in until 2012.
It's certainly not too soon. Business leaders are increasingly concerned about the business impacts of climate change, including the uncertainty that comes from not knowing how to plan for potential changes in regulations. California's move could help, telegraphing where national policy might be headed.
The law also signaled a growing power of smaller companies in environmental debates, as Byron Kennard writes. One likely reason for small businesses' support of greenhouse gas regulation: The law is expected to unleash a new wave of business opportunity, and small, innovative companies stand to claim a good piece of the action.
It's a classic win-win: Business and society aligned with environmentalists in a manner that offers hope and promise for all.
